Mnangagwa replaces CIO boss after ZRP change; new spy chief returns after being moved just before 2017 coup

PRESIDENT Emmerson Mnangagwa on Friday replaced the head of the Central Intelligence Organisation (CIO) after hinting at changes to his team during the Christmas break.

Dr Fulton Upenyu Mangwanya assumes the role with immediate effect, moving from the Zimbabwe Parks and Wildlife Management Authority (ZimParks) where he was director general.

He returns to the CIO after being removed in October 2017, just before the coup which toppled them long-term ruler Robert Mugabe.

Mangwanya replaces former diplomat Isaac Moyo who has been in charge of the department since December 2017.

The development was confirmed in a statement issued by Chief Secretary to the President and Cabinet Martin Rushwaya on Friday.

“In terms of Section 226(1) of the Constitution of Zimbabwe, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has appointed Dr. Fulton Mangwanya as the Director General, President’s Department.

“The appointment is with immediate effect,” reads Rushwaya’s statement.

Before his reassignment to Zimparks a month before the 2017 coup, Mangwanya had worked in the CIO since 1988, rising to the position Assistant Director General.

He holds a PhD in land and conservation studies as well as MSc in International Relations, a BSc Honours Degree in Politics and Administration.

Mnangagwa also recently changed the head of the Zimbabwe Republic Police (ZRP) replacing Godwin Matanga with his deputy Steven Mutamba.

The changes come at a time of reported tensions and divisions in the ruling Zanu PF party over plans by Mnangagwa loyalists to have him stay in office until 2030, two years beyond the Constitutional limit which gives up to 2028.
